Under La Habra Municipal Code Chapter 18.74 (Neighborhood Preservation, Code Enforcement and Abatement), Section 18.74.040 declares it a public nuisance to maintain or permit weeds and grass greater than six inches in height, whether cultivated or uncultivated, that is overgrown, dead, decayed or diseased so that it is likely to harbor rats, vermin, insects, or other nuisances dangerous to public health, safety or general welfare. The same chapter makes it unlawful to maintain property so as to let such nuisances exist. Complaints are handled by the City's Community Preservation Division. Enforcement typically begins with a courtesy notice, followed by a formal Notice to Abate giving the owner a deadline to cut and clear the vegetation before the City acts.
