Section 18.23.090's Campaign Signs standard sits in the same temporary-sign table as real estate, banner and portable sign rules, and it starts from a location list rather than a size limit. A campaign sign needs no permit, but it cannot be posted without the property owner's prior written approval, cannot go on any public property, including streets, traffic signs, sidewalks, parkways, medians or city parks, cannot be attached to a tree, fence or utility pole or affixed permanently to any structure, and cannot sit within 100 feet of a polling place under the Elections Code.

Once placement clears those tests, the sign itself is capped at 4 square feet in area and 5 feet in overall height, and it cannot be illuminated directly or indirectly. It must show the name and address of the sponsor or individual responsible for posting it, and it must come down within 10 calendar days after the election. If a sign stays up past that deadline or was posted somewhere the code forbids, the city can remove it after giving the property owner 24 hours' notice, and the city holds removed signs at the city yard for 10 calendar days for pickup.

There is no separate section for measuring illumination on campaign signs the way Section 18.23.060 measures it for permanent business signs; the rule here is a flat ban on any light source, direct or indirect.
