Garden Grove, CA Sign Regulations: Political Signs (2026)

Garden Grove regulates signs under Municipal Code Title 9 (Land Use / Signs). Political signs on private residential property are protected under California Elections Code Section 18309.5, which prohibits cities from banning political signs during the period from 90 days before an election until 15 days after. Within this protected window, residents may display political campaign signs on their property. The city may impose reasonable size restrictions, typically limiting signs to 16 square feet or less in residential zones. Signs must be placed on private property and cannot be posted in the public right-of-way, on utility poles, traffic signs, or street medians. Political signs do not require a permit. Outside of the election period window, the city may enforce general temporary sign regulations. Signs cannot obstruct visibility at intersections or driveways. HOAs may have their own rules regarding political signs, but California Civil Code Section 4710 limits HOA restrictions on political signs to reasonable size, location, and timeframe rules and prevents outright bans during the protected election period.
