Garden Grove, CA Sign Regulations: Digital Billboards (2026)

A bars construction of any new billboard within city limits, permitting only relocations and electronic conversions of existing billboards under the rest of the section. Subsection D applies specifically to electronic conversions inside the Garden Grove (22) Freeway Corridor, the strip of land within 300 feet of either edge of the SR-22 right-of-way. 3: each sign face must be oriented primarily toward the freeway and away from residential property; no electronic billboard may sit on or within 350 feet of residentially zoned property, measured from the support column to the property line; it must be at least 500 feet from any other billboard on the same freeway side, or 1,000 feet from another electronic billboard or on-premises electronic sign on that side; height is capped at 60 feet from finished grade unless a balloon or flag test justifies more; and the sign face, including framing and trim, cannot exceed 680 square feet.

Static messages must display for at least eight consecutive seconds with no more than a one-second blank transition, and no part of the display may flash, blink, travel, or simulate movement. k must remove at least two existing billboard faces citywide for every new electronic face erected, mitigate aesthetic impacts, and dedicate up to 10% of advertising time to community events at the City Manager's request. Converted signs are deemed legal nonconforming uses and structures rather than fully conforming new construction.
