The City of Lake Forest sets no numeric lawn-height limit. Instead, landscaping must be kept healthy and free of overgrown vegetation under Property Maintenance Chapter 6.12, while flammable weeds and grass capable of being ignited must be cut and removed under the adopted California Fire Code.
Lake Forest's municipal code does not impose a fixed turf-grass or weed height (such as a 6- or 12-inch cap) the way some cities do. Overgrown landscaping is instead controlled two ways. First, under the Property Maintenance regulations in Lake Forest Municipal Code Chapter 6.12, required landscaping (including the public parkway maintained by the adjacent owner) must be kept in a healthy condition 'free of dying, dead, diseased, decayed, discarded, and/or overgrown vegetation,' and may not obstruct the public right-of-way, block a motorist's vision, or create a hazard; vegetation must maintain a minimum vertical clearance of 14 feet above roadways and 7 feet above sidewalks. Second, dry grass and weeds are regulated as a fire hazard. The City adopts the California Fire Code in Chapter 8.24, and Fire Code Section 304.1.3 (Vegetation) provides that 'weeds, grass, vines, or other growth that is capable of being ignited and endangering property, shall be cut down and removed by the owner or occupant.' Properties in the wildland-urban interface and fuel modification areas must also meet Orange County Fire Authority (OCFA) Guideline C-05 vegetation-management standards. Cluttered, weed-covered lots can additionally be declared a public nuisance and abated at the owner's expense.
Overgrown or weed-covered property can be declared a public nuisance. The Director of Community Development issues a written notice to abate with a reasonable compliance period; an owner may appeal to the City Clerk within 10 calendar days. Uncorrected nuisances may be abated by the City at the owner's expense, with costs recoverable as a lien or special assessment.
