Section 202.007 works at the level of the dedicatory instrument, meaning the recorded documents an Allen HOA actually enforces. Subsection (a) says an association may not include or enforce a provision that prohibits or restricts an owner from any of the following: implementing measures promoting solid-waste composting of vegetation, including grass clippings, leaves, or brush, or leaving grass clippings uncollected on grass; installing rain barrels or a rainwater harvesting system; implementing efficient irrigation systems, including underground drip or other drip systems; or using drought-resistant landscaping or water-conserving natural turf. Subsection (b) then makes a provision that violates subsection (a) void, so a conflicting clause in an Allen subdivision's covenants is unenforceable rather than something an owner must ask the board to waive.
