Spokane County's Zoning Code actively favors native vegetation. Chapter 14.806 states that whenever possible native vegetation should be used and existing vegetation retained, and it encourages xeriscaping for water conservation. There is no ordinance restricting a homeowner from planting native species.
Spokane County promotes rather than restricts native landscaping. The Landscaping and Screening Standards (SCC 14.806.000) declare it the intent to require planting that 'enhances developed areas, aids in energy conservation, and preserves and promotes urban wildlife habitats,' and state that 'whenever possible, native vegetation should be used and existing vegetation in the natural and man-made landscape should be retained.' Xeriscaping is expressly encouraged to conserve water. For most single-family homeowners these are design-review standards applying to larger developments, not a mandate on your personal plant palette. Native and drought-tolerant plantings satisfy the code and can qualify for reduced-irrigation treatment under SCC 14.806.180.
There is no penalty for planting native species. Non-compliance issues arise only when required landscaping (in regulated developments) is not installed or maintained per SCC 14.806.
