The South Florida Water Management District year-round rule that Collier County adopts (Ordinance 2015-27, F.A.C. 40E-24) exempts water-conserving methods from the day-of-week and time-of-day limits. Rain barrels, cisterns and other rain-harvesting devices, plus micro-irrigation, drip and low-volume hand watering with a shutoff nozzle, may be used without regard to the assigned watering days or the 10 a.m.-4 p.m. blackout. Collier County has no ordinance prohibiting residential rain barrels or cisterns, and Florida encourages capture and reuse of rainwater for irrigation. Check any homeowners association rules, which can restrict visible barrels even though the county does not.
