California AB 1750, the Rainwater Capture Act of 2012, allows homeowners to collect rainwater from rooftops without a water right permit. Rancho Cordova permits rain barrels and cisterns with basic setback and overflow requirements. Systems over 5,000 gallons require building permits.
The Rainwater Capture Act (California Water Code Section 10574) authorizes residential and commercial rainwater harvesting from rooftop catchment without a State Water Resources Control Board water right appropriation. Small rain barrels under about 360 gallons generally do not require a building permit. Larger cisterns and storage systems typically require a building permit from Rancho Cordova Community Development. Systems plumbed into indoor non-potable uses (toilets, irrigation) must comply with California Plumbing Code Chapter 17 and require plans. Rainwater must not discharge onto neighboring properties or create standing water that breeds mosquitos. Sacramento-Yolo Mosquito and Vector Control requires tight-fitting screens on barrels.
Unpermitted large cisterns can trigger stop-work orders and plan check fees. Mosquito-breeding containers may be abated by vector control with fees.
