Notwithstanding other provisions of this chapter, it is the duty of every person owning or occupying land or lots of land within the City to keep all private trees extending over any street or alley trimmed to a height of not less than 12 feet, except that a height of not less than eight feet shall be permitted over the sidewalk area.
