Broward County requires licensed arborists or Certified Tree Workers to perform structural pruning on protected trees, and prohibits hurricane-cutting practices such as hat-racking.
Broward County Code Chapter 27 (Natural Resource Protection) requires that pruning of protected trees, specifically live oaks, mahoganies, gumbo limbos, and other native canopy species, be performed according to ANSI A300 standards and the ISA Best Management Practices. Hat-racking (topping) and severe over-pruning are expressly prohibited and are treated as tree destruction subject to the same penalties as unauthorized removal. Routine seasonal pruning by a homeowner is allowed if it does not remove more than 25 percent of the live canopy in any one-year period. Commercial tree companies must be licensed through the Broward County Business Tax Receipt program. Violators face fines up to $500 per tree plus replacement requirements.
