You do not need a permit for light pruning, but in unincorporated Charleston County heavy pruning of a Grand Tree requires a Zoning Permit: removing three or more large limbs or thinning more than 25% of the leaf surface triggers county review under ZLDR Article 9.2.
Charleston County protects Grand Trees (24-inch-plus diameter live oaks and most hardwoods) even from over-pruning. Under the Tree Protection and Preservation regulations, removal of three or more limbs each 6 inches or greater in diameter, or excessive pruning/thinning exceeding 25% of the leaf surface, requires a Zoning Permit. Routine light trimming is unrestricted. The county recommends pruning follow National Arborist Association standards and be done by a qualified tree service. These rules govern unincorporated county land; the City of Charleston has its own separate tree-pruning permit process.
Unpermitted heavy pruning or damage to a Grand or Protected tree is a ZLDR violation subject to Zoning and Planning enforcement, mitigation replanting, and fines.
