Orange County maintains trees within public rights-of-way in unincorporated areas on a 2.5-year trimming cycle. Private property owners are responsible for maintaining trees at their own expense and must not allow trees to obstruct sidewalks, streetlights, or traffic signs.
OC Operations and Maintenance performs road right-of-way trimming, sidewalk clearance trimming, and aesthetic trimming of trees within county rights-of-way on a two-and-a-half-year cycle for unincorporated areas. Services include removing limbs blocking streetlights, traffic signals, and warning signs; elevating limbs blocking sidewalks or vehicle lanes; removing dead wood; and cutting down dead trees. Live tree removal within the right-of-way requires a valid permit or work order obtained by the property owner. Private property owners must maintain trees at their own expense and ensure trees do not constitute a nuisance or cause damage to adjacent properties or public infrastructure. Tree trimming requests can be submitted through OC Operations and Maintenance at (714) 955-0200.
Property owners who fail to maintain private trees causing damage or obstruction to public infrastructure may be liable for costs. Trees blocking sight lines at intersections may trigger code enforcement action. Dead or hazardous trees must be addressed promptly.
