07 of the Mount Pleasant Code, part of Chapter 95: Streets and Sidewalks, addresses both physical obstructions and vegetation encroaching on the public right-of-way. Division (B) sets the clearance standard for overhanging tree limbs: limbs over public streets should allow 15 feet of clearance underneath to provide safe passage for vehicular traffic, while limbs above sidewalks or other multi-use paths should allow 7 feet of clearance for pedestrians and cyclists. The same section's division (A) is broader, barring any obstruction placed in a street or sidewalk without proper authority, expressly naming bollards, rocks, and landscaping placed on town property or within a public right-of-way that pose a risk to public safety or block traffic or public access, which ties overgrown limbs into the same enforcement framework as physical obstructions.

07 of the 1981 Code. Because the clearance rule sits in the general streets-and-sidewalks chapter rather than the zoning code's tree-protection provisions, it applies town-wide to any property owner whose trees overhang a public street or sidewalk, regardless of the property's zoning district.
