Palo Alto Municipal Code Chapter 8.04 (Tree Preservation) governs trimming of regulated trees. Street trees in the public right-of-way are city property and require a permit from Public Works Urban Forestry before any pruning. Private protected trees include coast live oak, valley oak, and other designated species over 11.5 inches diameter breast height, plus any tree designated as heritage. Routine light pruning for clearance is allowed, but structural pruning, crown reduction, or removal of more than about 25 percent of live foliage requires a permit and often an arborist report. Improper pruning (topping, over-thinning) can trigger fines and restoration bonds. ISA-certified arborists are recommended. Utility line clearance by PG and E follows separate rules but should still be coordinated with the city.
