Pittsburgh Code Chapter 483 requires property owners to trim private trees overhanging public streets or obstructing streetlights. The Department of Public Works enforces with 10 days notice.
Under Chapter 483, whenever tree limbs, branches, or other parts on private property extend over or into any public street so as to interfere with free use of the street, obstruct a streetlight, or interfere with fire alarm wires, the Department of Public Works may give notice to the property owner, agent, or occupant. The notice allows a minimum of 10 days to trim the offending branches. If the owner fails to comply, the Department may perform the trimming and bill the property owner for all costs. No person may remove or cut down any tree in a public street or public place without first obtaining a permit from the Department of Public Works. Companies regularly engaged in tree trimming may obtain annual permits from the Director. Seriously damaged, diseased, or hazardous trees on public property may be removed by the Department under Section 483.04. Tree removal appeals require notice at least 6 weeks before scheduled removal, with appeals filed within 3 weeks. Contact the City Forestry Division at (412) 665-3625 for permits.
Failure to trim after 10-day notice results in city trimming at owner expense. Unauthorized cutting of public trees is a violation. Costs recovered through Court of Common Pleas if unpaid.
