Sparks requires owners to keep trees trimmed clear of sidewalks to ten feet and streets to fifteen feet, and never to obscure traffic signs, under Municipal Code 12.28.040. Public trees along streets, medians, parks, and the Truckee River are city property.
The Urban Forestry chapter (12.28, Ord. 1881, 1995) puts clearance duties on tree owners and protects the public canopy managed by the Parks and Recreation urban forester. You must prune limbs so sidewalks stay clear to ten feet, street and alley pavement to fifteen feet, and traffic control devices remain visible, and you must not block a fire hydrant. Trees that lift or damage a sidewalk, curb, or sewer must be corrected at the owner's expense. Public trees in parks, medians, parkways, and along the Truckee River cannot be harmed without written city consent. You may trim a neighbor's overhanging branches back to the property line.
Failing to keep required clearances, or harming a public tree without consent, is a misdemeanor and a public nuisance under 12.28.100, drawing a ten-day abatement notice and possible lien.
