Warner Robins, GA Landscaping Rules: Tree Trimming (2026)

Section 2-235 of the city code requires every owner of a tree overhanging a street or right-of-way to prune its branches so they do not block light from a street lamp, obstruct the view of a street intersection, or hang lower than ten feet above the street or sidewalk surface. The same section makes owners responsible for removing dead, diseased, or dangerous trees and any broken or decaying limbs that threaten public safety. If an owner does not act, the city reserves the right under section 2-235 to prune any tree or shrub on private property that endangers vehicular traffic, blocks a streetlight, or obscures a traffic sign or signal.

The Tree Board, created under division 4 of chapter 2 and staffed through the office of Keep Warner Robins Beautiful, oversees this work on public trees. Section 2-233 gives the city the right to plant, prune, maintain, and remove trees, plants, and shrubs in the rights-of-way, alleys, and public grounds as needed for safety. Anyone who wants to run a for-hire tree-service business inside the city, pruning, treating, or removing street or park trees, must first obtain an arborist license under section 2-238. The license runs $115 a year, paid in advance, and the applicant must carry at least $50,000 in bodily injury and $100,000 in property damage liability coverage naming the city before the license issues. City employees and public utility crews doing this work are exempt, but any contractor they hire is not. Interfering with the Tree Board or its agents while they plant, prune, mulch, spray, or remove trees is a separate violation under section 2-237.
