Woodbury does not require homeowners to obtain a permit to prune trees on their own private property. The city's Forestry Division maintains boulevard trees in certain older subdivisions; residents are responsible for trimming trees in other boulevards and on private land, and the city offers pruning guidance.
The City of Woodbury's Forestry Division employs ISA-certified arborists and manages an inventory of more than 20,000 city-owned trees, but homeowners are generally free to trim trees on their own private property without a city permit. The city does not publish a private-property tree-trimming permit requirement. Responsibility for boulevard (right-of-way) trees is split: the Streets Division maintains boulevard trees only in the Woodbury Heights, Park Hills and Royal Oaks subdivisions; in most other neighborhoods, boulevard trees were planted by developers and are the adjacent homeowner's responsibility to maintain, and in newer developments east of Bielenberg Drive boulevard trees are maintained by homeowner associations. The city removes dead, dying, diseased or storm-damaged city-maintained trees at no charge. When working near the public right-of-way, the city advises residents to be mindful of sight lines and to call Gopher State One Call (811) before digging. For its emerald ash borer program, Woodbury encourages residents to hire qualified, licensed and insured contractors. Note that timing of ash and oak pruning is also affected by state pest-management guidance to avoid spreading disease.
There is no private tree-trimming permit, so no permit-based penalty. However, trees that overhang and obstruct streets, sidewalks or sight lines, or dead/hazardous trees, can be addressed as nuisances under the city code, and the city may order trimming or removal of right-of-way trees.
