There is an important exemption: gardens and areas intentionally planted with native vegetation, or designed to reduce lawn watering, are exempt from the eight-inch limit, provided weeds remain only a minor portion of the overall vegetation. This mirrors Minnesota Statute 412.925, which prevents cities from prohibiting managed natural landscapes. For ordinary turf lawns, Woodbury recommends mowing at the highest setting (at least three inches) and never cutting more than one-third of the blade. Complaints are handled by Woodbury Code Enforcement, which inspects and notifies property owners before any abatement.
Tall grass exceeding eight inches is enforced as a nuisance/property-maintenance violation. Code enforcement typically issues a written notice with a compliance deadline; unresolved violations can lead to an administrative citation and the city abating (mowing) the property and billing or assessing the cost to the owner.
