Homeowners may trim trees on their own developed property, but public right-of-way and district-managed (LMAD) trees may not be trimmed without city permission. Municipal Code Chapter 16.08 requires a Community Development Director permit before altering right-of-way trees, and residents must keep private trees from obstructing sidewalks and streets.
Under Yorba Linda Municipal Code Title 16, Chapter 16.08 (Tree Preservation), no person may cut down, destroy, or remove a tree in the public right-of-way without a permit from the Community Development Director. For trees maintained by a Landscape Maintenance Assessment District (LMAD), the city states no one may trim, cut, remove, or interfere with LMAD landscaping without city permission; residents request work via a Tree Removal Request Application, and off-cycle trimming costs fall on the requester. Mature LMAD trees follow a three-year trimming cycle. On private developed lots, routine trimming is generally allowed, but property-maintenance rules require vegetation not to encroach over public sidewalks, streets, or alleys in a way that endangers travel.
Trimming or altering a right-of-way or LMAD tree without permission violates Chapter 16.08; the city states it will pursue all appropriate legal remedies. Letting private trees overhang and obstruct sidewalks is a property-maintenance nuisance subject to abatement notices.
