Yorba Linda regulates political and other noncommercial signs content-neutrally under Zoning Code Chapter 18.24. The code states its intent to respect First Amendment free-speech rights, and temporary noncommercial signs are generally limited to no more than 10 consecutive days.
Chapter 18.24 of the Yorba Linda Zoning Code governs signs and expressly states the intent to protect health, safety, and welfare while respecting the First Amendment free-speech rights of persons using signs. Noncommercial signs include those with political, civic, public-service, or religious messages, and the code treats them content-neutrally rather than by message. Unless otherwise specified, all noncommercial temporary signs are limited to no more than 10 consecutive days. Signs must be freestanding or otherwise supported to the satisfaction of the Community Development Director and constructed of durable materials such as plastic, wood, cloth, or metal; paper and cardboard are prohibited. Signs generally may not be placed in the public right-of-way except as allowed for certain temporary signs.
Displaying noncommercial signs beyond the permitted duration, in the public right-of-way where prohibited, or of prohibited materials may result in removal and code enforcement, applied without regard to the sign's message.
