Campbell County, KY Landscaping Rules: Water Restrictions (2026)

The Judge/Executive acts on written certification from the NKWSD's Chief Executive Officer or Administrator, who serves as the public water purveyor for Campbell and Kenton Counties. Level 1 conservation is voluntary and assigns non-essential watering to specific days by address parity: odd-numbered residences to Tuesdays, Thursdays and Saturdays; even-numbered residences to Wednesdays, Fridays and Sundays; and it asks all customers to skip Monday entirely. Customers without a defined street address are asked to cut non-essential use by 50%. 03(A)(2) defines non-essential watering broadly: lawns, trees, flowers and gardens; hydrant flushing outside firefighting; topping off ponds and lakes beyond wildlife-support minimums; filling pools, fountains and artificial waterfalls; dust control; washing sidewalks, driveways, parking lots or tennis courts; washing buildings; and washing vehicles.

Level 2 converts every Level 1 restriction from voluntary to mandatory. Level 3 requires compliance with Level 2 and bars all non-essential watering on every day of the week. Level 4 makes Level 3's rules mandatory and lets the Judge/Executive issue administrative regulations covering all NKWSD water usage in the county. Any declared level stays in force until the NKWSD's chief officer determines the shortage has ended and the Judge/Executive downgrades or lifts it.
