Collier County Ordinance 2015-27 (codified at Code Section 54-368) adopts the South Florida Water Management District's mandatory year-round landscape irrigation rule, F.A.C. 40E-24. In the district's three-day zone that covers Collier, odd-numbered addresses may irrigate only Mondays, Wednesdays and Saturdays and even-numbered addresses only Tuesdays, Thursdays and Sundays. Irrigation is prohibited during the hottest part of the day, between 10:00 a.m. and 4:00 p.m., to cut evaporation loss. Automatic irrigation systems must have a working rain-sensor shutoff. Tighter Phase restrictions can be imposed during declared droughts. New landscape (installed under 30 days) gets a temporary establishment schedule.
Enforced by county Code Enforcement and utilities; violators receive warnings then fines. Water-shortage (drought) orders can impose stricter limits and higher penalties.
