Sec. 50-40 covers every property supplied with city water and lets the water department manager or a representative enter premises to install, inspect, or test meters and related fixtures at any reasonable hour. Under subsection (b), two conditions can trigger a water use reduction or prohibition emergency: a prolonged drought or system-wide heavy demand that pushes pump stations and reservoirs to their operating limits with no immediate way to maintain flow and pressure, or any emergency condition that would substantially and appreciably hurt operating pressure elsewhere in the system.

Subsection (c) lays out how the city responds: options run the full range from alternate-day sprinkling in a limited area up to a complete ban on outside water use for any community served by City of Detroit water, with Detroit and the state department of public health normally taking the lead on any area-wide reduction while Taylor retains ultimate authority to act locally. Once a reduction or prohibition emergency is declared, the city must announce it over public radio or television and in area newspapers, and the water department manager or a designee then implements whatever specific reductions the emergency requires.

The restriction stays in force 24 hours a day, seven days a week until the city declares the emergency over or scales it back to a limited prohibition sufficient to protect public health, safety, and welfare, and the water department manager may grant an exception under subsection (c)(4) to prevent imminent financial loss to a water user. Enforcement runs through police officers, the ordinance enforcement department, and city employees the water department manager designates, all of whom Sec. 50-40(a) authorizes to issue ordinance violation notices or tickets for any breach of the section or its implementing rules.
