Oregon law (ORS 569) declares noxious weeds a public nuisance to be controlled on all lands. Clackamas County runs the WeedWise program (since 2009) through its Soil & Water Conservation District. There is no general 'tall weeds' fine for ordinary yards.
Under ORS 569.180, 'noxious weeds are declared to be a public nuisance and shall be detected, controlled and, where feasible, eradicated on all lands in this state.' Priority goes 'first to the prevention of new infestations.' The State Weed Board designates the listed noxious species. Counties may appoint a weed inspector and form weed control districts (ORS 569.370). Clackamas County addresses invasive weeds through the WeedWise program run by the Clackamas Soil & Water Conservation District, offering technical help, a hotline, and focus-area control. This targets designated invasives (like tansy ragwort, knotweed, garlic mustard), not lawn overgrowth. General overgrown grass is not a county violation.
State law allows weed inspectors to order destruction of noxious weeds within a weed control district; costs of forced abatement may be assessed to the landowner.
