Overgrown weeds are a code violation both in the county and the city. Unincorporated county properties are held to 18 inches under the property-maintenance code; City of Spartanburg lots to 12 inches of weeds, brush, or undergrowth.
The City of Spartanburg's nuisance ordinance (Sec. 20-29) declares any weeds, brush, undergrowth, or debris that grows to 12 inches or more a menace to public health, along with vines that harbor rats, snakes, or vermin. Owners must abate on notice. In unincorporated Spartanburg County, the adopted International Property Maintenance Code (Section 302.4, amended to 18 inches by SCC 10-162) governs overgrowth. Lots under one acre must be cleaned entirely; larger lots need a 150-foot buffer cleared around structures or streets (city Sec. 20-30). Owners of vacant property, including nonresidents, must keep it free of unsightly growth (Sec. 20-28).
If the city owner fails to abate within ten days of notice, the city clears the lot and bills the cost as a lien collected as taxes (Sec. 20-34, 20-35). County IPMC fine up to $2,000/day.
