Honolulu's ROH Chapter 41, Article 10 requires property owners to cut and remove weeds and waste that constitute a public nuisance. Owners have 30 days to comply before the city abates at owner's expense.
Under ROH Ch. 41, Art. 10 (Β§ 41-10.4 and related sections), the Director of the Building Department may notify owners of any property where weeds, garbage, or waste constitute a fire hazard, harbor vermin, obstruct waterways, or impede roads and sidewalks. Owners receive 30 days notice (via certified mail, newspaper, or posted notice) to remedy violations. If the owner fails to act, the city enters the property, removes the weeds and waste, and bills the owner for all costs incurred. Maximum daily fines were raised to $5,000 under Bill 3 (2013). Unpaid abatement costs become liens on the property.
