Knox County treats vines, grass, weeds and other vegetation that reaches 12 inches or more as a presumed public nuisance on residential property. Owners must cut it back after receiving an abatement notice.
Under the Knox County Code, vegetation allowed to grow in rank profusion is a nuisance. The county's 'dirty lot' program enforces this against residential lots in the unincorporated area: growth over 12 inches on an average is presumed detrimental to public health and a nuisance. A code official inspects on complaint, posts the lot, and notifies the owner. Right-to-farm land engaged in agriculture is treated differently under TCA 43-26-103. Municipalities (Knoxville, Farragut) enforce their own weed ordinances inside their limits.
Owner receives a notice demanding abatement, typically within 10 days. If uncured, the county abates the nuisance through Engineering & Public Works and charges the cost to the owner.
