Under Baltimore County Code 13-7-401, an owner may not allow or maintain grass, weeds, or other rank vegetation exceeding 8 inches in height. Certain areas are exempt: agricultural land, designated landscape buffers, natural-habitat areas, and stormwater-management facilities. A 'managed natural landscape' may include plants and grasses over 8 inches that have gone to seed, but may not include any noxious weeds. Maryland's Noxious Weed Law (administered by the Maryland Department of Agriculture) separately requires control of listed noxious weeds such as Johnson grass, thistles, and shattercane statewide.
County code enforcement issues a citation and fine; unresolved growth is mowed by the county and billed to the owner. Noxious-weed violations are enforced by the Maryland Department of Agriculture.
