" Sec. 28-183 grants every person riding a bicycle on a roadway all the rights, and subjects them to all the duties, that traffic ordinances give the driver of a motor vehicle, except where the article states a special rule. That baseline pulls in the rest of the traffic code: Sec. 28-184 requires cyclists to obey official traffic-control signals, signs, and devices the same as drivers unless a police officer directs otherwise, and Sec. 28-186 caps bicycle speed at whatever is reasonable and prudent for the conditions then existing.

Two sections address the interactions that most often cause obstruction complaints. Sec. 28-187 requires a cyclist emerging from an alley, driveway, or building to yield to pedestrians already on the sidewalk and then to yield to vehicles already on the roadway before entering it. Sec. 28-188 controls where a bicycle may be left: parking is confined to the roadway against the curb, a sidewalk rack, or against a building at the curb, and must afford the least obstruction to pedestrian traffic. Sec. 28-189 separately bans riding a bicycle on a sidewalk within a business district, an on-duty police officer is exempt, and requires a rider on any other sidewalk to yield to pedestrians and sound an audible signal before passing.

Sec. 28-181 makes a violation of any Article VII rule a misdemeanor and extends liability to a parent or guardian who knowingly permits a child to break the rule.
