Summary

Kenosha County Code § 7.50 designates a single bicycle lane, a six-foot strip on the east side of County Highway T between the Kenosha city limits and State Highway 32, and bans any vehicle other than a bicycle from driving or parking in it once signs and markings are posted, except in an emergency. The County Highway Department controls the signage.

These county ordinances apply to unincorporated areas of Kenosha County. Incorporated cities within the county may have their own rules that take precedence over county-level regulations.

When signs and markings are in place giving notice of the existence of any bicycle lane established by this ordinance, it shall be unlawful for any person: (a) To operate any vehicle other than a bicycle along and within a bicycle lane. (b) To park any vehicle other than a bicycle along and within a bicycle lane except in an emergency situation.

Full Breakdown

50(1) defines a bicycle as a human-powered, two-tandem-wheel vehicle with wheels at least twenty inches in diameter, solid or pneumatic tires, a steering bar or wheel, and a saddle seat. Subsection (2)(a) establishes the county's only designated bicycle lane by ordinance: a six-foot-wide strip measured from the shoulder along the east side of County Highway T, running from the City of Kenosha's limits to its intersection with State Highway 32. Subsection (3) puts the County Highway Department in charge of marking that lane with the appropriate signs and roadway striping.

Once those signs and markings are in place, subsection (4) makes it unlawful for anyone to operate any vehicle other than a bicycle along or within the lane, or to park a non-bicycle vehicle in it, except during an emergency. Because the ordinance names only one lane, the protection does not automatically extend to bike lanes striped by the City of Kenosha or the villages on their own streets; those are governed by municipal, not county, code. 04(1), not less than $50 nor more than $1,000 plus court costs, with default of payment punishable by county jail time up to 90 days.

Violations & Fines

Blocking or driving in the County Highway T bicycle lane violates § 7.50(4). Under § 7.60(3), that violation is penalized under the county's general forfeiture provision, § 25.04(1): not less than $50 nor more than $1,000 plus court costs and prosecution costs, with up to 90 days in the county jail if the forfeiture and costs go unpaid.

Section 7.50(2)(a) establishes a six-foot-wide bicycle lane on the east side of County Highway T, running from the City of Kenosha's limits to the intersection with State Highway 32. Can I drive or park a car in the County Highway T bike lane?
No, not once signs and markings are posted. Section 7.50(4) makes it unlawful to operate or park any vehicle other than a bicycle along or within the lane, with a narrow exception allowing a vehicle to stop there in a genuine emergency situation. Violators face the county's general forfeiture penalty.
What's the fine for a bicycle lane violation in Kenosha County?
Section 7.60(3) routes § 7.50 violations to the county's general penalty provision, § 25.04(1): a forfeiture of not less than $50 nor more than $1,000 plus court costs, with up to 90 days in the county jail if the forfeiture and costs are not paid.
