Philadelphia bike-lane rules combine state and local law. 75 Pa.C.S. Β§3303 requires drivers passing cyclists to leave at least four feet of clearance and reduce speed appropriately. Philadelphia Code 12-808 (added 2012, strengthened 2022 by Bill 220702) bans stopping, standing, or parking a motor vehicle in any marked bicycle lane, including for delivery or passenger drop-off, with limited exceptions for emergency vehicles. The Streets Department Bike Plan and Vision Zero Action Plan add protected lanes (concrete buffers, flex posts, parking-protection) along Spruce, Pine, Market, and Chestnut. Cyclists must follow PA Title 75 rules, may use full lane when safe, and must yield on sidewalks (sidewalk riding is allowed only outside Center City under Code 12-808).
Stopping in a bike lane violates Code 12-808 with a 75 dollar fine and possible tow. Failing the four-foot passing rule under 75 Pa.C.S. Β§3303 is a summary offense with fines around 25 dollars plus court costs.
