Minnehaha County, SD Mobility & Curb Rules: Bike Lane Rules (2026)

Section 26 of Ordinance MC8-85 sets the county's only park-specific bicycle rule: bicycle riders in county parks must abide by the same ordinances that govern the operation and equipment of bicycles elsewhere, but with one relaxation, park bicycling need not be limited to paved areas the way it might be on county roads. The section then adds its own conduct standard on top of the equipment/operation rules: cyclists are required to operate their bicycles in a prudent manner and with due regard for the safety of others and for the preservation of park property.

Read together with Section 28, which sets a 15 mile-per-hour maximum speed limit for all vehicles in county parks, a bicyclist riding faster than that limit, or riding in a way that endangers other park users or damages park property, is out of compliance with the ordinance even off the paved trail. Section 27A's leash rule for animals in parks, and Section 27's general authority for the Board to restrict conduct it finds dangerous or unduly interfering with others' use of the park, both apply to areas where bicycling occurs, since the Board can post area-specific restrictions.

It's important to be precise about scope: this is a county park regulation, not a roadway bike-lane ordinance. The Minnehaha County ordinances supplied for this review do not include a separate provision creating, marking or governing striped bicycle lanes on county roads outside park property, so no such rule can be cited here.
