110(a) sets the base rule for where a bicycle belongs on the roadway: on a two-way street, as near to the right-hand side of the street as practicable, and on a one-way street, the extreme curb side of the traffic lane and with the direction of travel designated for that lane, unless the curb lane is a turn-only lane the rider doesn't intend to use. 110(b) then lists six situations that are not violations of that rule: passing another bicycle or vehicle going the same direction, preparing a left turn, avoiding hazards such as parked cars or surface defects, riding in a marked bicycle lane or path, riding two abreast within a single lane without impeding traffic, and riding within a lane marked with sharrows.

010(a) makes it unlawful to place, park, leave, deposit, or maintain any structure, barricade or other obstruction such as building material or merchandise, other than lawfully parking vehicles, on any arterial or collector street, or in the travel lanes of local streets, or on sidewalks, without first notifying the Director and obtaining written permission. 010(b), if the Director does grant permission, the Director can specifically require temporary sidewalks and bike lanes to be maintained around the obstruction. 990. A bicyclist who rides outside the required position without one of the six statutory exceptions can be stopped and cited by any Salem enforcement or police officer.
