020(B) lists the ways personal property or camping activity in a street, sidewalk, public right-of-way or City facility is prohibited. Subsection (5) specifically bars camping, sitting, lying, or sleeping, or storing, using, maintaining, or placing personal property, within any street, bike lane or other public right-of-way in a way that hinders or obstructs the free passage, access or movement of persons, bicycles or vehicles travelling along that right-of-way. The same subsection sits alongside companion bans on impeding pedestrian passage on any sidewalk or walkway (B)(1), and on camping or placing property within 25 feet of a driveway or loading dock (B)(2), a building entrance or exit (B)(3), a fire hydrant, fire lane, fire department connection or fire protection equipment (B)(4), or a transit hub or bus shelter (B)(6).

Together these subsections keep a bike lane's travel path clear the same way they keep sidewalks and emergency access clear. The ordinance was adopted by Ordinance 2023-012 on August 22, 2023, and defines 'public property' to include all City streets, sidewalks, easements, rights-of-way and facilities. A violation is enforced the same way as any other Chapter 11-22 offense.
