110 sets the core bike-path rule: whenever a usable path for bicycles has been provided adjacent to a roadway, riders proceeding at a speed less than the normal speed of vehicular traffic must use that path and not the roadway. This ties the mandatory-path duty to relative speed rather than making it absolute, a cyclist keeping pace with traffic is not required to leave the roadway for an adjacent path. 120 sets the complementary roadway rule for cyclists who are not required to use a path: every person operating a bicycle on a roadway must ride as near to the right-hand side as practicable and exercise due care when passing a standing vehicle or one moving in the same direction.
