Summary

Carroll County limits electric bicycles in county parks to Class 1 pedal-assisted models under Code of Ordinances § 94.036, which confines regular bicycles to paved roads and paths and opens only certain designated trails to low-speed Class 1 e-bikes. Riders may still walk any bike, including higher-speed classes, by hand across grass or wooded trails.

These county ordinances apply to unincorporated areas of Carroll County. Incorporated cities within the county may have their own rules that take precedence over county-level regulations.

(A) Definition. In this section, self-propelled vehicle means any vehicle powered by a human and includes but is not limited to bicycles, skateboards, roller skates, in-line skates, and scooters.

(B) Confined to roads. While in a park no person shall ride a bicycle on other than a paved vehicular road or path designated for that purpose, except where designated by the Manager. An individual shall be permitted to wheel, push, or carry a self-propelled vehicle by hand over any grassy area or wooded trail or on any paved area reserved for pedestrian use. However, Class 1 E-Bikes (low speed pedal-assisted electric bicycles) shall be permitted to ride on certain trails designated by the county.

Full Breakdown

036, part of Chapter 94's vehicle-operation rules, defines a self-propelled vehicle as any human-powered vehicle, including bicycles, skateboards, roller skates, in-line skates, and scooters. Subsection (B) confines bicycle riding in a park to a paved vehicular road or path designated for that purpose unless the Manager designates otherwise, and it lets anyone wheel, push, or carry a self-propelled vehicle by hand across grassy areas, wooded trails, or paved pedestrian paths. The 2023 amendment, Ord. 2023-05, passed 7-20-2023, added a specific carve-out for electric bicycles: Class 1 e-bikes, defined in the ordinance as low speed pedal-assisted electric bicycles, are permitted to ride on certain trails the county designates, a privilege the base rule does not extend to ordinary bicycles off the paved road network.

The code does not mention Class 2 (throttle-assisted) or Class 3 (higher-speed pedal-assist) e-bikes anywhere in Chapter 94, so those classes remain subject to the general rule confining powered and human-powered cycles to paved roads and paths unless a rider walks the bike by hand. Subsection (C) separately bars leaving any self-propelled vehicle, e-bike included, lying on the ground, pavement, or leaned against a tree where it could trip or injure another park visitor. The Department of Recreation and Parks' Manager decides which specific trails carry the Class 1 e-bike designation and can adjust or expand that list.

Violations & Fines

Riding a Class 2 or 3 e-bike, or an ordinary bicycle, off the paved roads and Manager-designated Class 1 trails is a Chapter 94 violation. Under § 94.999(A), that carries the same penalty as any other park-chapter offense: a misdemeanor with a fine of up to $1,000, up to six months in the Carroll County Detention Center, or both, enforced by park staff and the Sheriff's Office.

Frequently Asked Questions

Can I ride a Class 1 e-bike on Carroll County park trails?
Yes. Section 94.036(B) permits Class 1 e-bikes, defined as low speed pedal-assisted electric bicycles, to ride on trails the county designates for that use. This exception was added by Ord. 2023-05 in 2023 and applies only to Class 1 models, not throttle-assisted or higher-speed e-bikes.
What about Class 2 or 3 e-bikes in the parks?
Chapter 94 does not mention Class 2 or Class 3 e-bikes at all. Because § 94.036 only carves out Class 1 low speed pedal-assisted bicycles for trail use, a Class 2 or 3 e-bike is treated like an ordinary bicycle and must stay on paved vehicular roads and paths unless walked by hand.
Can I walk my e-bike across a grass field or wooded trail?
Yes. Section 94.036(B) lets anyone wheel, push, or carry a self-propelled vehicle, including an e-bike, by hand over grassy areas, wooded trails, or paved paths reserved for pedestrians. Riding it in those areas, rather than walking it, is what the ordinance restricts to paved roads or designated trails.
