Jackson County, MO Mobility & Curb Rules: E-Bike Classes (2026)

5 of the Jackson County Park Regulations (Chapter 50) defines an e-bike as a pedal-assisted one, two, or three-wheeled electric bicycle that needs user pedaling to engage the electric motor, matching the industry Class 1 or Class 3 categories. Only Class 1 and Class 3 e-bikes may operate on four named corridors: the Little Blue Trace, the Rock Island Trail, the Longview Trail, and all designated mountain-bike single-track trails at the Blue River Parkway, Lake Jacomo, and Landahl Park. The Parks + Rec Director can open additional trails to e-bikes by designation, but absent that designation an e-bike may not be ridden on any other county park trail.

The section separately bars any Class 2 throttle-controlled e-bike, any bike with a full accelerator that does not require pedaling, and any combustion-powered bicycle from every park trail and shared-use path, full stop, regardless of designation. 5) to add e-bikes to a framework that already restricted motor vehicles, ATVs, oversized trucks and horse trailers to Director-designated roadways and lots.
