Union County, NJ Mobility & Curb Rules: E-Bike Classes (2026)

Ordinance 861-2025, adopted December 18, 2025 and codified at Laws of Union County § 115-18, added the county's current e-bike restriction to the Public Safety Code's bicycle and scooter article. Subsection A prohibits the use of low-speed electric bicycles and other motorized bicycles, described in the ordinance as e-bikes, on any footbridge, bridle path, bicycle path, lawn, wooded area, park, playground, or other property the County of Union owns, leases, or controls; the same subsection bars low-speed electric scooters and motorized scooters from the identical list of county land.

A. 3(b), New Jersey's statute on where certain electric bicycles and scooters may operate, on public roads and highways, and it adds its own requirement on top of the state authorization, that every rider operating under that exception wear a helmet at all times. Subsection C exempts the county's own official activities, employees, and anyone the county specifically authorizes. Read together, the ordinance means an e-bike may travel on a public road under the state authorization it references, helmet required, but it cannot be ridden onto a county park lawn, wooded trail, bridle path, or bicycle path, regardless of which class of e-bike it is.

The county ordinance does not itself sort e-bikes into classes; it defers to Title 39 of the Revised Statutes of New Jersey for what counts as a low-speed electric bicycle in the first place, then bans that category from off-road county land outright.
