Sec. 707.020. PHOTOGRAPHIC TRAFFIC SIGNAL ENFORCEMENT SYSTEM PROHIBITED. (a) Notwithstanding any other law, a local authority may not implement or operate a photographic traffic signal enforcement system with respect to a highway or street under the jurisdiction of the authority. The Legislature enacted the ban through House Bill 1631, effective June 2, 2019, ending red-light camera programs across the state. Allen, a Collin County home-rule city, has no authority to install cameras, mail civil violation notices, or collect camera-based red-light penalties. The Texas Attorney General enforces the prohibition. In Allen, a red-light violation can be cited only by a police officer who personally observes it.
