Full Breakdown
Section 707.020 of the Texas Transportation Code prohibits any local authority from implementing or operating a photographic traffic signal enforcement system on a highway or street under its jurisdiction. The Legislature enacted the ban through House Bill 1631, effective June 2, 2019, ending red-light camera programs across the state. Allen, a Collin County home-rule city, has no authority to install cameras, mail civil violation notices, or collect camera-based red-light penalties. The Texas Attorney General enforces the prohibition. In Allen, a red-light violation can be cited only by a police officer who personally observes it.
Violations & Fines
A camera-based red-light citation issued in Allen would be void and unenforceable. The Texas Attorney General may act to compel a noncompliant city to shut down any photographic enforcement system.
