010 as a device with no more than two ten-inch-or-smaller wheels, handlebars, designed to be stood or sat on, and powered by an internal combustion engine or electric motor, a definition that covers both personally owned units and shared/rental fleet scooters ridden in the county. 020(1) lists the no-ride zones and restrictions: riders must be 16 or older; the scooter cannot exceed a 25-mph-posted road; it must stay in a marked bicycle lane where one exists; it is barred from all county-owned property including county parks; it cannot be ridden on any sidewalk except briefly to cross to adjacent property; and it is prohibited on any public bicycle path, trail, or public equestrian, hiking, or recreational trail.

Operation is also banned from one-half hour after sunset to one-half hour before sunrise, riders may not carry a passenger, the scooter must have a motor that disengages when a control is released, and it must have a helmet meeting CPSC standards worn with a fastened chin or neck strap. 030 holds a parent or guardian liable for knowingly permitting a child or ward to violate the chapter. The chapter dates to Ordinance 04-129 (2004) and predates dockless share programs, but its text sweeps in any motorized foot scooter operated in unincorporated county territory regardless of who owns it.
