Division 2 of Chapter 27 regulates every micromobility device program in the city, covering motorized scooters and e-bikes together. Section 27-264 makes it unlawful to operate a micromobility device fleet without a permit from the Transportation and Mobility Department, caps the scooter program at three permits covering an initial fleet of up to five hundred scooters per permit, and caps the e-bike program at one permit for up to two hundred bicycles; permits run one year and can be renewed for three additional one-year terms, each with a ten percent fee increase.
