Manchester does not currently host a permitted shared e-scooter program. Personally owned electric scooters operate under New Hampshire RSA 265 motor vehicle rules, generally treated as bicycles when ridden on streets and bike lanes.
Unlike Boston, Manchester has not entered a vendor agreement with Lime, Bird, or Spin for shared dockless scooters. Personally owned electric scooters and e-bikes operate under New Hampshire RSA 265:144 and related statutes that treat low-speed devices similarly to bicycles. Riders should use bike lanes where provided, yield to pedestrians on sidewalks where sidewalk riding is permitted, and follow standard traffic signals. Manchester police have authority to cite reckless or impaired scooter operation under Ch. 390 vehicle rules. Helmets are required for riders under 16 by NH RSA 265:144. There is no fleet cap because no shared fleet exists.
Reckless scooter operation can be cited under Ch. 390 with fines $100-$300; impaired operation triggers DUI processing under RSA 265.
