Pennsylvania classifies stand-up motorized scooters as motor vehicles under Title 75, generally requiring registration and insurance. Act 154 of 2021 created a Pittsburgh-only pilot exempting shared scooters from registration to permit operation by Spin and successor operators. Riders must be 18 or older, use bike lanes where available, observe a 15 mph speed cap, and avoid sidewalks except for parking. The Department of Mobility and Infrastructure (DOMI) coordinates the pilot. Personal e-scooters remain technically illegal on Pittsburgh streets outside the pilot.
