Reno, NV Mobility & Curb Rules: Shared E-Scooter Rules (2026)

Under Reno Municipal Code Article X of Chapter 5.90, the city council may award an exclusive or non-exclusive franchise to install, operate, maintain, and manage a system of dockless bicycles, electric bicycles, and/or electric scooters on public property within city limits. Operating a commercial dockless bicycle, e-bike, or e-scooter system on public property without a franchise issued under this article is unlawful. The rest of the article (Secs. 5.90.1181-5.90.1600) is reserved, so day-to-day fleet terms live in the franchise agreement rather than the code itself. Once riding, an electric scooter is treated as a bicycle under Sec. 6.18.055, picking up the rider duties in Chapter 6.18.
