Union County, NJ Mobility & Curb Rules: Shared E-Scooter Rules (2026)

Laws of Union County § 115-15 sets the county's scooter helmet rule inside the Public Safety Code's article on bicycles, scooters, recreational vehicles, and snowmobiles. 4 bicycle helmet standard or the Snell Memorial Foundation's 1990 Standard for Protective Headgear for Use in Bicycling for anyone operating or riding a scooter. Subsection B fixes when the duty runs: at all times a scooter is operated on any county property that is open to the public or used by the public for pedestrian or vehicular purposes, which reaches county parks, parkways, and recreation grounds generally rather than a single designated facility.

C puts enforcement in the hands of Union County Police and any other officer with peace-officer powers under New Jersey law. A separate provision added in the same 2025 amendment, § 115-18, additionally bars low-speed electric scooters and motorized scooters from county park lawns, trails, and bicycle or bridle paths outright, so an electric or shared-model scooter faces both the helmet duty here and the stricter off-road ban there. The code does not create or license a dockless or shared scooter rental program of its own; it regulates rider conduct on county property, not vendor operations.
