026 provides that the operator of a for-hire vehicle shall not stop, stand or park such a vehicle on any street except in a designated taxicab stand or loading zone. The section carves out an exception for temporarily stopping, in accordance with the general stopping, standing and parking rules, anywhere for the purpose of expeditiously loading or unloading passengers, which is the provision rideshare and taxi drivers actually rely on for curbside pickups outside a formal stand. It also exempts vehicles or companies operating under a lease or other agreement with the city for use of the right-of-way.

015, which modifies WAC 308-330-265(15) of the state Model Traffic Ordinance to authorize the city manager or a designee to establish, modify or remove transit layover zones, private shuttle zones, bus stops, taxicab stands, and stands for other for-hire vehicles wherever they determine gives the greatest public benefit and convenience. Every such zone, stop or stand must be marked with appropriate signs or curb markings, supplemented with words stenciled on the curb, so drivers have physical notice of where for-hire stopping is authorized. Bellevue's 2026 overhaul under Ord. 014, meaning some curbside for-hire stands may now sit inside a paid curb pricing zone subject to those separate rates.
