Greenville, NC Mobility & Curb Rules: TNC Pickup Zones (2026)

Sec. 10-2-115, titled Public Carrier Stops and Stands, is Greenville's traffic-code hook for regulating curb space set aside for rideshare pickups. Once a stop is officially designated and appropriately signed, the section bars any vehicle other than a bus from stopping at a bus stop, other than a rideshare vehicle from stopping at a rideshare stop, and other than a taxicab from stopping in a taxicab stand. The only carve-out lets the driver of any passenger vehicle stop briefly to actually load or unload passengers, provided that stop does not interfere with a bus or taxicab that is waiting to enter or about to enter the stop or stand.

The designation and signage authority tracks the rest of Part 3 of the chapter: the Director of Engineering designates parking areas and spaces regulating or prohibiting on-street parking under Sec. 10-2-113(A), and no prohibition is enforceable unless signs are installed and in place at the time of the alleged offense (Sec. 10-2-113(C)). Because Sec. 10-2-115 sits under the chapter's general enforcement and penalty articles, a violation is processed like any other parking violation: a police officer or parking enforcement officer issues a notice under Sec.

10-2-151(B), the standard civil penalty is a $50 ticket per Sec. 10-2-152(A) unless the chapter specifies a different amount, and unpaid tickets accrue $15 late fees at 10, 30, and 60 days. A vehicle occupying a designated rideshare stop in violation can be towed and stored under Sec. 10-2-153, with all penalties and towing fees due before release, and a civil penalty may be appealed in writing to the City Manager's office within five days under Sec. 10-2-156.
