Section 20-87(d) has the Traffic Engineer mark passenger loading zones with white paint on the curb top, distinct from the yellow paint used for commercial loading zones. 1 lets the Traffic Engineer go further and establish a passenger loading zone that operates only during a limited period of the day or on certain days, posting signs or markings that state the specific hours; outside those hours, whatever parking rule previously applied to that curb space resumes. Section 20-90 backs the scheme with a straightforward prohibition: stopping, standing, or parking in a passenger loading zone for anything other than loading or unloading passengers, for longer than the specified time, is unlawful. Because Monterey's ordinance is written around the physical curb function rather than the type of trip-hailing service, a rideshare vehicle using a marked white zone is governed by these same three-minute and posted-hours rules, not by a separate TNC-specific code section, which does not exist in this chapter.
